Club Samal Resorts – Under the facilitation of the Local Youth Development Office headed by Mr. Jomar Von Batucan, in conjunction with the Sports Development Section headed by Mr. Francis Erick Flores, the forty-six Sangguniang Kabataan chairpersons of the Island Garden City of Samal participated on the first day of the Sangguniang Kabataan Mandatory Training.
Pursuant to Republic Act No. 10742, as amended by RA No. 11768, otherwise known as the “Sangguniang Kabataan Reform Act of 2015”, the elected or appointed Sangguniang Kabataan official must undergo the mandatory training programs before he or she can assume office; otherwise, this would constitute sufficient ground to disqualify or subject them to disciplinary actions. This training aims to equip the SK officials with the fundamental knowledge, skills, and values that they need to perform their roles and responsibilities effectively.
The mandatory training encompassed decentralization and local governance, which were explained by Dr. Rey Navarro; SK history and salient features were tackled by Local Government Operations Officer Jacqueline C. Estrada. She also gave an orientation on SK Pederasyon and its election process. Moreover, Ms. Mary Neil H. Galviso educated the SK on resolution preparation, while Ms. Sylvia B. Onin shared the preparation of the minutes of meetings. Ms. April Jane D. Rosario and Ms. Edlyn Jan Tulauan discussed the planning and budgeting, respectively. Lastly, Atty. Neil Dante D. Baban primed the SK on the Code of Conduct and Ethical Standard.
Upon the completion of the training, City Mayor Al David T. Uy administered the oath-taking of the Sangguniang Kabataan chairpersons, signifying their assumption of office.
Further, the DILG and Election Officer Faune V. Donga facilitated the election and proclamation of the newly-elected SK Federation officers, wherein Hon. Mariel Daniela C. Genaro, SK Chairperson of Brgy. Peñaplata was elected as the SK Federation President of IGACOS. Likewise, their oath-taking was administered by Mayor Uy.
Recognizing the essence of being elected officials, City Vice Mayor Lemuel T. Reyes congratulated the chairpersons for being victorious in the recently concluded BSK Election and encouraged them to serve their constituents with equity.
Finally, Davao del Norte Governor Edwin "Kuya Gob" Jubajib also came to congratulate the winning officers and expressed his commitment to extending his support for the SK Chairpersons of the island. "Rest assured ang support nako sa inyuha sa inyong barangay, kami ni Mayor, Vice Mayor Toto, ug ang council nga muhatag mi sa amoang full commitment para makaserbisyo mog maayo sa kabatan-onan diha sa inyong barangay," Kuya Gob stated.
Samal Island Youth Ambassadress, Ms. Dan Xeña Heramil, also attended the activity and looks forward to collaborating with the SK chairpersons in the fulfillment of the youth development programs of the city.
