BNEO towards GREAT Barangay Program Basic Orientation Course Seminar

Newly and re-elected Barangay Officials and Sangguniang Kabataan Federation Councils from the 46 barangays of the Island Garden City of Samal, divided into four batches, participated in and completed the 2-day Basic Orientation Course seminar of Barangay Newly Elected Officials (BNEO) Towards Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT) Barangay Programs. The event was conducted from 2024 March 12-13, 14-15, 19-20, and 21-22 at the Camp Holiday Beach Resort.

The seminar, facilitated by the Department of the Interior and Local Government (DILG) IGACOS led by City Local Government Operations Officer, Jacqueline C. Estrada, is under Memorandum circular no. 2024-008 and MC No. 2024-009. This activity aims to capacitate and equip the participants with skills critical to lead good governance and be efficient in delivering public service.

Key discussions cover in depth the Salient basic features of R.A 7160 for Barangay and Formulation of Barangay Disaster Risk Reduction Management (BDRRM) Plan, delivered by MLGOO B.E Dujali, Marc Voltaire Daquigan, BDP; CapDey Agenda, and GAD plan, detailed by Ms. April Dalaygon, representative of City Planning and Development Officer, Atty. Eliazar Lape; The Barangay budget was meticulously discussed by City Administrator and Concurrent City Budget Officer, Neiljun Esdrelon.

On the 2nd day of the seminar, DILG XI Provincial Director Jonathan J. Leybag, MPA discussed profoundly Participation in Governance, transparencies of the roles and responsibilities carried by both the community members and public servant officials. He emphasized the call for selfless service that every government employee must take heed as reflected in R.A 9418. Moreover, Public Ethics and accountability were discussed by City Legal Officer Atty. Anna Leizl J. Ortilano. She highlights the norms and conducts of public servants embodying utmost sincerity, integrity, responsibility, loyalty, and efficiency.

During the first day seminar of the last batch, DILG XI OIC – Regional Director, Abdullah V. Matalam reminded the elected officials to value the trust that the people gave through reflecting their expectations to reality and personifying the essence of a public servant. “Lagi po nating tatandaan na sa bawat payapa at inklusibong maunlad na isang barangay isisilang ang pangarap nating bagong Pilipinas kung saan ag bawat pamilyang Pilipino ay mamumuhay ng isang matatag, maginhawa at panatag.
