To pursue sustainable urbanization for the Island Garden City of Samal – prudently putting in place state-of-the-art urban amenities, yet keeping intact its natural endowments, ecological balance, and rural ambience, and enhancing its indigenous cultural heritage.

Our GOALS
The people of the Island Garden City of Samal shall work for.....

• Sustainable development through a creative balance between urbanization and agriculture, fisheries, tourism, and light industrial development—eventually making Samal Island truly a liveable Garden City and a Haven for Retreat,
• Natural Healing and Medical Tourism;
• Moral and citizenship-building renewal for all sectors towards becoming a City of Character;
• Global COOPetitiveness (competitive, yet cooperative) for its human resources through quality education;
• Good governance towards building a bankable bureaucracy;
• Optimum stakeholders’ participation towards becoming an Inclusive City;
• Cultural reawakening and heritage enhancement;
• Community-based Eco-tourism towards becoming the Eco-Adventure Capital of Southern Philippines;
