ISLAND GARDEN CITY OF SAMAL - The Maritime Industry Authority (Marina) Region 11 led by Marina legal officer Atty. Genevieve Calsada conducted a public hearing on the Prohibition on Night Navigation of Wooden-Hulled Vessels (WHV) carrying passengers in domestic shipping at Villarica Gym, Babak District Tuesday, June 21.

The prohibition of night navigation of wooden-hulled vessels will take effect on July 7 from 6 p.m. to 5 a.m.

As bases of the

prohibition, Marina cited Memorandum Circular No. 190, Series of 2003, which provides the Rules on the Progressive/Gradual Phase Out of Wooden-Hulled Ships in the Domestic Trade; and the Marina Circular No. 2016-02 Series of 2016 as the Revised Rules on the Phase Out of Wooden-Hulled Ships Carrying Passengers in Domestic Shipping.

Being the mandated agency to regulate sea navigation, Marina underscored safety and modernization as their main reason for the prohibition of WHV and conducted the activity to get the views and opinions of the people affected by the regulation.

There are currently 16 launches made of wooden-hulled traversing the Babak-Sasa routes that will be affected by the night navigation prohibition.

During the public hearing attended by residents and students, Samal Watch Group members, Igacos Consumers Association (ICA) officers and members raised mixed reactions on the impending implementation of the circular that will affect particularly the students and workers who commute daily to Davao City and return in the island usually past 6 p.m. in the evening using the same route.

The affected commuters find the implementation abrupt and harsh affecting their finances and time since Marina did not make any public information dissemination prior to the implementation. Some economic, social and humanitarian considerations were expressed during the activity.

However, Marina said that the prohibition started in year 2003 and operators of WHV were given time extension provided that they comply with the key provisions of the Circular and its phaseout period. It states that the vessel can operate provided they pass the re-inspection by the Philippine Coast Guard and to observe daytime operation only and comply with the minimum competency requirements for the ship master.

The operators of wooden-hulled passengers ships were temporarily allowed before to continue its operation provided that the route is not fully served by operators with technologically-improved hull materials and there is no alternative passenger shipping services in the city.

On the other hand, some who attended the gathering welcomed the development policy in requiring wooden-hulled vessels to shift to steelhulled for the safety and protection of its passengers.

The Marina 11 required a position paper, a modernization plan from the vessel owners and the resolution from the Igacos 6th City Council to hold in abeyance the implementation of the said circular which will be submitted to Marina 11 before July 7. Melrose Samal Info
