Island Garden City of Samal. With the implementation of Hog raising project under Bottom Up Budgeting (BUB) 2015, forty (45) beneficiaries received hogs and feeds from local government through City Veterinary Office.

The hogs and feeds were handed out to the recipients at the Samal Multi-purpose Gymnasium, Penaplata, Samal District on October 28 which was headed by City Veterinarian Dr. Edunel Sala in partnership with the Department of Agriculture RFO Xl.

The recipients received one replacement gilt approximately 70-80 kilograms and four sacks of feeds where three of them are for gestating and one lactating. The City Veterinary Office will closely monitor the hogs and continuously provide vitamins and medicines. When the hogs produced an offspring, the beneficiary will turn over two three months old piglets as payment to the local government. These piglets will soon be handed out to another beneficiary within the association.

It aims to augment beneficiaries’ income and productivity through government support and encourages other farmers to go into swine production to improve breeding stocks due to the increasing demand of the largely pork-eating public.

Local Poverty Reduction Action Team (LPRAT) endorsed list of their recipients, provided that they comply with the requirement set for by the authority like attending capacity enhancement seminar and pigpens or sty for safe keeping purposes.

With this, the City Veterinary Office conducted a swine management seminar to the qualified recipients to further enhances their knowledge on swine management.

The Bottom Up Budgeting (BuB) program which is jointly manage by DILG, NAPC, DA and other like agencies, is an approach to enable small groups or association to participate in the planning process of programs and projects for implementation through LPRA plan drafted by LPRAT.

The local poverty action team (LPRAT) organize and facilitate to agree on the list of priority project for poverty reduction based on the LPRAT and duly endorsed by Civil Society Organization.
The Department of Agriculture’s RFO Xl downloaded the budget to the LGU amounting to Php800, 000 while the Local Government Unit of the Island Garden City of Samal provided Php320, 000 as the LGU counterpart.

Mr. Austerio Obenza, Executive Assistant for Economic Affairs, in his speech for and in behalf of the City Mayor Al David T. Uy, urges the beneficiaries to take care and return what the government has entrusted and given to them so that others will also benefit from it.
